ou? get out! andy! get out of my room! get out! mom: andy. fight! fight! i didn't say anything. yes you did. ♪ (ominous music) ♪ ♪ (ominous music) ♪ cut 10,000 jobs that was just unveiled in an effort to balance the state's books. both the president and first lady are in the bay area for separate campaign stops to demonstrations happening now outside one fundraiser, and now people are calling for changes in the president's handling of israel's war with hamas. then a major equipment failure on bart leaves morning commuters to scramble for other ways to get around the big change. in an hours long service interruption that came just minutes ago. and what we know about the cause. >> this is ktvu fox two news at

noon. >> good afternoon. i'm gasia mikaelian. governor gavin newsom is holding a news conference right now on his revised budget for the upcoming year. ktvu jana katsuyama has been monitoring this developing news. she's live in our newsroom with more jana garcia. >> the news conference started at 11:00, and the governor is still laying out his plan and talking with the press. the governor was very specific about what the problem is. he said that the revised budget is lower than his original $310 billion budget that he first proposed. this may revision is just $288 billion. he says that tax revenue came in well below the projected levels, requiring cuts and pauses in spending for programs that were originally expected. he says the state now faces a $27.6 billion deficit, which means budget cuts and delays. >> the solutions we're about to set forth are overwhelmingly supporting existing core programs without short cuts. and

i say overwhelmingly, not exclusively, because i'm not naive. there are areas where core services are being impacted, but the vast majority are being protected. >> so far, the governor has laid out some of those one time cuts, such as calworks employment services, youth behavioral health, water storage actions, as well as eliminating some 10,000 vacant jobs. others will be ongoing cuts, he said, including reductions in prison housing by more than 4000 units, middle class scholarships and cuts to state and local public health departments. now, just about 15 minutes ago, the governor handed over the podium to some of his budget experts to go into more detail. another big point, he says, is that california has a very progressive tax structure that's impacted by volatility and changes in capital gains and the markets he is pushing for a two year budget cycle to better address some of those issues.

now, as we mentioned, the news conference is still going on and we're going to be listening to for more details. have those later on coming up in the for dana, let's look ahead a little bit here. >> what's the next step in this process. >> well, garcia, after he finishes this there's going to be a lot of analysis by lawmakers on both sides. they have to pass a budget by june 15th so that they can be ready for the july 1st start of this next 2024, 25 fiscal year. >> all right, jana katsuyama, live in our newsroom. thank you. today, the united nations general assembly voted to change its charter and how new members are admitted before today, prospective members needed to be peace loving. today's resolution removes that wording. the united states and israel were among the nine countries that voted in opposition, 143 were in favor with today's change. the general assembly is calling on the security council to revive palestine's bid for membership in the organization. president biden says shipments of us bombs to israel have been put on hold after concerns they could be used in a major military operation in a city where more than 1 million refugees are

sheltering. reporter caroline shively looks at the debate in washington over supporting israel, while still protecting those fleeing the war. >> smoke rises over rafah as the israeli military continues what it's calling a limited operation to root out hamas fighters from their last stronghold in gaza. >> we've destroyed about 20 battalions of the hamas's 24, terrorist battalions. we have another four to go there in rafah. and that's where we want to go into rafah, because we can't leave them there. but as the fighting increases, so does the humanitarian crisis. >> president biden warning that a full scale invasion of the densely populated city could force him to stop shipments of offensive weapons to israel. >> it's just wrong. >> that threat getting both outrage and support on capitol hill. >> rafah is probably the most densely populated two square miles in the world, and the shipment was going to include 2,000 pound bombs, and i don't think it's a good idea for those

show former president donald trump still leading president biden in key swing states. an average of polls from real clear politics shows the closest races are in wisconsin, michigan and pennsylvania. the former president trump's largest margins in those swing states are in north carolina, arizona and nevada. president biden won all those states besides north carolina in the 2020 presidential election. experts say it's still too early to call either candidate a frontrunner and say fundraising will likely be very key for both presumptive nominees, because money is the mother's milk of politics, and it matters. >> and this isn't a presidential election where you're going to see north of 6 to $8 billion spent. >> political analysts say much of that money raised will go to help increase voter turnout, especially among young people. in just the past 40 minutes. here, bart trains are finally back up and running through the east bay. the orange and red lines from the city of richmond to the macarthur station in oakland went for hours without service today, ktvu james torres explains the problem riders

faced. >> this is what you would see this morning if you were walking up to one of those affected stations, the gates down, and signs telling you the station is closed and if you need to catch a train, you need to head to the macarthur bart station. >> very, very unlucky. oh man, what a day. >> a day off to a tough start. people headed to work, leaving richmond, el cerrito or berkeley couldn't take bart. >> few people are standing out front. there was a sign that said stations closed. no bart employees were there, so i just kept going south. bart announcing part of its track didn't work properly when systems were powered on for the day. >> the problem between the ashby and macarthur stations affected six stations along the richmond line. >> they told me i'd have to take the bus, the 57 and the 72. >> some people resorted to lifts and ubers to get to macarthur, to then take the train to san francisco. complete strangers split the cost. other people headed up toward richmond,

waited for a bus to take them north. >> it happened sometimes. what are you going to do? you know the problem lasted about four hours. >> it slowed a lot of people down, but they say there's just nothing you can do. >> i don't feel really. it's. it's it is what it is. >> i'm not upset. >> that's just how i go. i should have drove. i should have drove. >> reporting in berkeley. i'm james torres, ktvu, fox two news. >> bart, riders in the east bay should expect delays this weekend as workers begin what bart is calling a major track rebuilding project. but the construction is happening saturday and sunday in southern alameda county, between union city and south fremont. free busses will be provided to riders during the stretch. the green line is closed all weekend . bart says riders should expect delays of between 20 and 40 minutes in the work zone. the california public utilities commission unanimously approved a controversial plan that will change how customers energy bills are calculated. the plan applies to pg and e and other investor owned utilities. it adds a $24 charge to most bills

in exchange, customers would pay 5 to $0.07 less per kilowatt hour. the changes will fund utility infrastructure improvements. the executive director of the utility reform network says the plan should result in more equitable contributions across the state. >> people who live in the coast, who have cooler climates, who don't use as much electricity, will see a small increase, but that is so that people in the central valley who have the lowest incomes and the highest energy use, get a little bit of a break. >> lower income customers will see a flat rate of 6 or $12. the new fees are set to take effect in 2026. even as pro-palestine protests have rocked parts of the cal campus, the university says commencement ceremonies are going on as planned. what happened at this morning's graduation for law students at the greek theater and the big event set for tomorrow, then something we're not used to seeing here in northern california. the colorful sight

a woman named florizel campaign is set to be deported back to mexico after she was arrested while leaving a restaurant. she has three children, including one with speech and learning impairments, and they want the family to stay together. the groups outside senator butler's office want the senator to work with immigration enforcement to help campaign stay in the united states. two people in antioch filed a federal civil rights lawsuit claiming the city's police officers used excessive force in arresting them and police body mera. video shows the arrest of deshawn smith, one of the people named in the lawsuit, who was tackled to the ground. then bitten by a police dog back in october of 2021. the lawsuit accuses officers of falsifying their reports to cover up their actions. some of the officers named in the suit are among the nine officers indicted last year on several state and federal charges. an investigation is now underway after a man was shot in san jose. this happened around 545 last night near interstate 280 and mclaughlin avenue. police say the man was taken to the hospital and is in critical condition. not yet clear what led to the shooting or how many people police might be looking

for in connection to the case. now, at a scary moments for some teenagers from the east bay who were rowing in a race on the sacramento river. police in west sacramento say someone fired at least three shots that landed in the river right near the rowing team two weeks ago. we'll play the video again. slower. now. take a look at the right hand side. you just saw a splash from one of the bullets as it hits the water a few feet away from the boat. thankfully, no one was hurt. investigators say they still don't know a motive for the shooting and no one saw the shooter. >> there were there were dozens and dozens of people. there were boaters or people fishing. there were, people walking along the path, and the police don't even know where the shots came from. >> the boys on the boat are part of a high school racing team called the oakland strokes. they compete in local, state and national rowing races. anyone with information is asked to contact west sacramento police. people are expected to gather today in the east bay to celebrate 510 day may 10th. it's the ninth year of the unofficial holiday meant to honor oakland's

culture. oakland of course, boasts the 510 area code. a day long, 510 day party themed around social justice issues such as housing and gentrification is being held at lake merritt. dozens of oakland grassroots organizations are expected to join in. organizers say there will be a youth rally, speeches, a car show and music on the main stage party set to begin at 1:00 and should end around 930 tonight. hundreds of children are expected to take their bikes to oakland's lake merritt tomorrow for an outing organized by local cyclists, meant to promote safe and fun activities. starting at 1030 at the lake merritt bart parking lot, parents and children can gather before starting their ride. organizers say they'll move at a light pace so people of all ages can participate. ride leaders will be wearing neon colored safety vests for better visibility in the south bay. happening today, santa clara valley water has invited reporters to a guided tour of the new diversion tunnel at anderson dam. the water agency says it expects to wrap up work in just a few weeks on a new 1700 foot tunnel. engineers say it will provide far greater control over the water flowing into santa clara county's

largest reservoir. meantime, the cost to bring the anderson dam up to modern earthquake standards recently climbed to $2.3 billion. scientists say a dramatic sun storm could produce northern lights tonight. that could be clearly visible over many parts of northern california. they've created from solar flares from the sun and nasa scientists say flares that started wednesday are the strongest they've seen since 2005. the aurora is expected to be the most visible tonight and tomorrow night, but you'll need to be somewhere very dark to spot it. so likely not in the middle of downtown san francisco. roberta gonzales though the city is actually pleasant and comfortable today, weather wise, isn't it? >> it certainly is. and it wouldn't be too bad in san francisco as far as viewing that northern light spectacular tonight. except there's too many bright lights in san francisco, right? but the skies will be fair. in fact, if you do have any plans to wake up in the middle of the night because that's when we'll have the best viewing, it will take place between 1 a.m. and 4 a.m, and

the best advice is stay away from the bright city lights or any other kind of bright lights. and what you can expect is a warm green glow near the horizon. so again, the best viewing between 1 and 4 a.m. take a nap tonight and then get up because this is our best chance to see it. actually since 1859, when the northern lights were viewed all the way south into alabama, and we do have a chance all the way into southern california. and again, that's what it will pretty much look like right there on the horizon. this is what it looks like right now. it's our live weather camera looking out past the avenues in towards the ocean, where the water temperatures have 54 degrees. lots of people just hovering around the beaches today because the air temperature right now 61 degrees in half moon bay, but it's 78 degrees already in san francisco , 80 in walnut creek. the temperature difference from yesterday at this hour, a little bit cooler near the coast and the bay. otherwise, the winds

have been picking up up to about ten miles per hour. not as gusty as it was the past two days. we will see an occasional gusts to 20mph that ushers the pollen around. blame it on the oak and the mulberry trees. if your eyes are pretty itchy and red, like most of us are experiencing today, most of us also experiencing right here high pressure. that's why we have that clear slot. we did have that fog shield lift up towards our coast. it did not invade the beaches, however, just a little shy of the golden gate bridge, but it mixed out very rapidly. this morning. so let's take you through our futurecast, and you can see that we do have the clouds building at the coast. so when we wake up tomorrow morning with the sun up just after 6:00, it's a very thin layer, producing a little bit of condensation out over the open waters. we have a bright sunny day, then saturday night a little thicker. condensation in the form of some low clouds and patchy fog does enter the bay. and then by sunday morning, mom's day, we have a hint of

taipei to san francisco. it happened tuesday, about three hours into the 11 hour eva air flight. the airline says the dispute started when one passenger changed seats because a neighboring passenger was coughing. when the seat's original occupant returned, he hit the man who'd taken it. flight attendants stepped in to break up the fight. both men were handed over to san francisco police upon their arrival to sfo. boeing is facing

another federal investigation related to an incident on board an alaska airlines plane. madeleine rivera has the latest now from washington, dc. >> months after a door plug flew off an alaska airlines flight, boeing is facing an investigation about comments it made regarding safety practices after that incident. according to bloomberg, the us securities and exchange commission is looking to determine whether the planemaker misled investors and violation of sec rules. >> the quality of the airplanes that we produce will meet the standards that not only we expect, but our customers expect, and the flying public needs, boeing's senior vice president says. >> the company has slowed down production on some planes to improve safety and quality, but the company continues to face issues as on thursday, dozens of passengers were evacuated from a 737 after it caught fire and skidded off a runway at a mane senegal airport. and now a former quality manager for spirit aerosystems, a major

says san francisco. oakland international airport does not infringe on sfo's trademark. late yesterday, port commissioners voted unanimously to make the airport name change official. out of town passengers flying in and out of oakland had mixed reactions. >> i would guess that maybe combining the names, maybe, teaches people that they are close and affiliated with each other. >> i do know that when i first, was flying here, that it was a little confusing which one to go to. so i can understand that being an issue. >> the port of oakland also contends that no one has the trademark rights to that phrase. san francisco bay area. the office of san francisco city attorney david chu released a statement that reads in part. it is disappointing that oakland chose to ignore our multiple offers to collaborate on alternative names and avoid litigation. we have no choice but to move forward with next steps in our trademark lawsuit. the senate has passed a bill in an effort to improve air travel. the $105 billion bill just passed before the law governing

the faa was set to expire, would aim to boost the number of air traffic controllers, improved safety standards, and make it easier for customers to get refunds if a flight is delayed or canceled. it also stops airlines from charging for seat selections for those traveling with young children, the bill now heads to the house, which is expected to pass it next week before moving on to the president's desk, taking to the skies to help those in need, the bay area fire and police departments using drones to get to people quicker than a person can. then for many, it wouldn't be summer in the city without seeing a sunday concert at stern grove. the lineup was just announced for this year's festival. some of the headliners for those free show and what

the area of post and sutter in japantown. they say several people were evacuated, at least one hospitalized. they're asking everyone to avoid the area, so crews can focus on providing aid to those in need. judging by this video, it seems like for the most part, flames are certainly out. but there is a large response. we'll stay on top of this breaking news and bring you updates as we get them. across the bay now, as uc berkeley's law school held its commencement ceremony this morning came at a time when pro-palestinian protests have led to the cancellation of graduation ceremonies at other universities nationwide. ktvu ali rasmus shows us the controversy surrounding a mobile

billboard truck parked front and center outside the graduation. >> hundreds of people shuffled up the stairs into the greek theater this morning to watch friends and loved ones graduate from uc berkeley's law school. but outside the theater, a box truck with a digital billboard caught people's attention. on the screens of this truck were the names of several uc berkeley law students. a pro-israel group called accuracy in media commissioned this truck. they accused the students named here of anti-semitism. >> they proudly signed a public proclamation banning anybody who supports the existence of the state of israel from speaking at their events. we would never share private information and never have a shared private information, but if they're that proud of their anti-semitism, they shouldn't be ashamed that we've shared it with larger audience. >> ktvu is blurring out the names on the truck. we can't verify the accuracy of those accusations. as students and people waiting to attend the ceremony shared their reaction. >> i'm jewish, i'm a berkeley law student and feel very safe. i would have to think this is really inappropriate to be

putting students names up like this. and at a moment of celebration, a spokesperson for the group that commissioned the billboard truck said they plan to take it to usc next, with a similar display for their law school's graduation. >> for the students who have apologized and quit their anti-semitic organization, they take we take them off our billboard and we take down their domain names immediately. >> what the students named on this truck are accused of doing is not a crime. signing any public proclamation is perfectly legal, just like having a billboard truck like this on a public street is also legal and protected as free speech. >> you can do lots of things on a public street. doesn't mean that you should, but the controversy over the truck shows how heated and intense the debate about the war in gaza has become on college campuses across the country, including here at uc berkeley. >> in berkeley. allie rasmus, ktvu, fox two news. celebrations rang out at the los angeles coliseum for usc's graduation event. >> the university canceled its main stage graduation because of pro-palestinian protests on campus. instead, they hosted a

trojan family graduate celebration featuring drone shows, fireworks, and musical performances. we will not stop. >> we will not rest. >> matthis hundreds of ucla faculty and staff rallied on campus, calling for the resignation of the university's chancellor. the faculty members are criticizing chancellor gene block over the handling of a pro-palestine encampment and violence that led to arrests. many faculty members have signed an online petition calling for block to step down immediately. he is retiring at the end of the school year. so far, the chancellor's office has not responded. fremont firefighters say they'll remain at the scene of a fire at a commercial building to make sure there are no flare ups. the fire was reported around 2:00 this morning on millmont drive, east of 880. firefighters from fremont and milpitas responded, knocked the flames down in about 90 minutes. firefighters were able to contain the fire to one building. no injuries. the cause, though, is under investigation. in the south bay, a san jose couple is behind bars accused of exposing their baby to a lethal amount of fentanyl. the da's office says it's one of

the largest drug busts of its kind in santa clara county history. authorities say the two are drug dealers they're accused of stashing up to 55,000 fentanyl pills under their ten month old's crib. investigators say they also found marijuana, cocaine and a loaded gun inside the couple's home. >> i know for so many people in our community, it's frustrating to hear that we still have these crimes existing because it doesn't make sense. like why you don't do everything to protect your child. >> reporter the couple's babies being cared for by the child's paternal grandmother. the couple's due back in court july 11th. an update now on a hit and run in san francisco that injured two people, including a 14 year old girl. earlier this week, d.a. brooke jenkins announced 54 year old rodney jefferson has been charged with crimes including reckless driving with great bodily injury and driving with a suspended license. this is video from the end of a police chase when the driver crashed in embarcadero and jones police say it started when he was doing donuts tuesday morning and hit someone with his car. police chase the driver,

who then raced away and hit a 14 year old girl who was crossing the street while the police were in pursuit. both victims are expected to survive. law enforcement officials in menlo park are turning to new technology to help reduce, solve and solve crimes as well. the city council voted to move forward with an automated license plate reader program. dozens of fixed cameras will be installed throughout the city as part of a two year pilot. critics say those license plate readers are expensive and pose privacy concerns. those in favor say the protected benefits outweigh those concerns. as the city of fremont announced it's the first in the country to have its police and fire departments partner up in a program using drones as first responders. after a year of using the technology, officials are deeming it a success. ktvu amber lee reports. after getting an up close look at how the program works. >> this drone is part of a partnership between fremont police and fire. a remote pilot demonstrates a launch from the police department. the program is called dfr, short for drone as first responder, and it truly has been such a useful tool for

de-escalation for our apprehension of violent suspects, for public safety. when a call for service comes into the 911 dispatch center, drone 56 will be enroute to that. a remote pilot determines if the call needs a drone response. drones are usually deployed for critical or life threatening situations. officials say they are not allowed to be used for random surveillance. >> i was the incident commander on this incident, fire battalion chief justin dillman shows me drone footage taken while responding to a house fire. one of our other battalion chiefs was the person operating the drone that was able to give me real life time intel. >> the drone is able to show exactly what's on fire, the drones actually looking for hazards, possible hazards that could affect either public safety in general or responding personnel. >> police say. >> this is video from a drone response to a call reporting a car break in. first responders say the device is thermal imaging ability, pinpointed the location of a suspect. >> the suspects right here. so he's hiding behind the trash

cans. >> the cfr program is in addition to officers and fire personnel who have drones with them. but police say drones deployed through the cfr program can respond much faster because they're launched right after the 911 call comes in, versus personnel with drones driving to the scene before launching. >> by that time, it's probably 15 20 minutes, whereas here we can deploy the drone within and get on scene within two minutes. >> and 30s police and fire launched this program in 2022. they say it costs $40,000 annually for software upgrades. they fly the drones about four days a week on ten hour shifts. >> this program just makes fremont a safer place. so by having drones over the air, we can get a lot, a lot better of a picture, so to speak. on what the actual call is. >> right now, the program has three drones and can only launch from here. the police department and respond to calls within a three mile radius. the goal is to expand and eventually cover the entire city by having five launch sites in fremont, amber

lee, ktvu, fox two news nurses at san francisco's public hospitals are warning of a possible strike. >> dozens rallied outside laguna honda hospital. they say right now, staffing levels are extremely low and that patient care could be affected. they're also warning that if the city doesn't take action in contract negotiations to increase staffing, a strike is inevitable. >> our patients are are, put in unsafe positions, you know, because if we don't have enough staff, they could fall out of bed. we have to make sure they get fed. we have to prevent them from having bed sores. you know, we have to make sure they get their overall care we need. we have to make sure they get all their daily needs met. and we're working short. something is going to fall through the cracks . >> the san francisco department of public health says it has hired 166 new nurses since december and is on target to hire an additional 50 by the end of this fiscal year. in a statement, the public health department said it has made significant progress in hiring and retaining permanent registered nurses as it continues to recover and

stabilize operations after the pandemic. nurses are the backbone of care and the department is extremely grateful for their commitment. the fda delayed the approval of the moderna vaccine for rsv until the end of the month. a decision was expected to be made on the vaccine this week. moderna says the fda is not informed it of any issues that would prevent the rsv vaccine from being approved. if cleared, it would become the company's second product to launch in the u.s. after its covid vaccine. a mobile app that connects to an insulin pump device is being recalled after hundreds of users were injured when the device unexpectedly shut down. the fda says the recall was issued after more than 85,000 versions of the app experienced a software glitch. experts say the shutdown could delay insulin delivery to the body and cause life threatening injuries for patients with diabetes. the company that made the app sent all affected users a letter asking them to update the software to a later version. a judge found beach boys co-founder brian wilson needs a conservatorship to handle his personal and medical decisions.

a judge in l.a. granted the petition after wilson's family said he needed a legal arrangement because of his serious mental decline and the recent death of his wife. two of wilson's longtime representatives will now make decisions for him. brian wilson is 81 years old. days could be numbered for the city of danville's bicycle safety commission. this week, danville's town council voted to allow the bicycle commission to continue its scheduled meetings through the end of the year. the town council says it's considering dissolving the bike commission after that due to rising tensions. town council says some commissioners are going way too far in their efforts to promote bicycle safety and tormenting city staff . oakland is opening a new homeless shelter on the embarcadero, right near the entrance to jack london square. the oakland city council approved a $6.8 million grant for a nonprofit to manage a new shelter at the jack. london in the city will be moving. people currently living at the shelter at the lake merritt lodge over to jack london in the lease for the lake merritt location expires at the end of june, now to the city where the lineup for the san francisco stern grove festival was announced today.

approved a plan for the next 25 years. with those two priorities. the big focus will be adding terminals in berkeley, mission bay, treasure island and redwood city. first, directors then want to add six additional ferry terminals, including in foster city, hercules, and antioch. they plan to also expand routes between existing ferry terminals. sf bay ferry also wants to add more electric ferries to its existing fleet. major repaving work on highway 37 up in the north bay is back on track. caltra will close the eastbound lanes from highway 121 near sears pot to vallejo, starting at 10:00 tonight. the lanes are expected to reopen on

monday by 5 a.m. of course, wet weather forced caltrans to postpone some work that was schedud for last weekend. the final closure is set for the following weekend, starting may 17th. the san jose bart extension project is getting $500 million in federal funding. the agency overseeing the project, the valley transportation authority, says that investment is a good push in getting the project toward completion. construction is already underway. the bart extension will build a subway through downtown san jose. the project is expected to cost $12 billion. >> that means it is a nationally important project. it is one of the most important projects in this budget, is the second highest project with an allocation. and what that means is that this project has huge support. >> right now, crews are working on the second phase of the project, expanding the newhall maintenance facility near santa clara university. service is set to begin in the spring of 2037. san francisco's planning

commission has approved the city's biggest development project since the pandemic. the commission signed off on a plan to transform the stonestown galleria from a shopping center into a mall with a massive housing development. the proposal calls for building 3500 units around the current site of the shopping mall near san francisco state. the development will help san francisco meet its state mandated goal of planning for 82,000 additional housing units by the year 2031. staying in the city. the chinatown district monthly night markets returns tonight. the events take place on the second friday of every month through november. the goal is to bring people together while also supporting the local businesses there. tonight's festivities start at 530. thousands of californians who were set to lose their homeowners insurance are getting some help. mercury insurance says it will work to provide coverage for customers of tokio marine insurance and its subsidiary, trans pacific insurance. the companies are sending out non-renewal notices, starting july 1st. the two insure more than 12,000 homes. mercury says it's working to partner its agents, with those losing coverage. a national

in select stores. target has offered an assortment of products to mark pride month in june for more than ten years. last year, target pulled some merchandise from the pride month collection after confrontation between staff and customers. mortgage rates have fallen for the first time since march. freddie mac says the 30 year fixed rate mortgage average fell to 7.09, down slightly from last week. the average rate on a 15 year fix dropped to 6.38. still, economists say that many prospective homeowners can't afford to buy. they also point out possible sellers won't list their homes because many are hanging on to rates closer to 3. the borrowing costs of going to college is getting more expensive. new interest rates on federal student loans could add thousands of dollars to total payments, experts say. all federal education loans issued after july 1st will be subject to higher rates. undergraduate loan rates are expected to hit 6.5, up 1% from the current rate and the highest they've been since 2008. the u.s. department of education is warning students
